Arizona Soliciting Laws---is this illegal?

i want to raise awareness in my neighborhood. if i were to be on public property and giving away cookies along with fliers would that be illegal in any way, according to the laws in the state of Arizona? please only answer if you are familiar with ARIZONA STATE LAWS. if you are not, than i appreciate the willingness to help, but your answer will not help me. thank you =) i always rate by the way(unless the community gets to it before i do) keep that in mind ;)
