Can i get in trouble for using glue and regular mouse traps to keep cat away?

i dont want to get fined with animal cruelty. My neighbor keeps her cat alone on the balcony doesnt feed her so she keeps coming up to mine eating all my cats food and bullying her. My complex wont do anything animal control wont take the cat cause she is feeding it a little. I need some relief
