Jehovah's Witnesses, is it a common practice to solicit on private property, i.e. local businesses?

There are often Jehovah's Witnesses magazines on the table in our doctor's surgery along with other magazines. It could be that a patient sneaks them there or it could be that one of the staff there is a J.W.
