My dog whines when I leave for work?

I have two roommates. They complained because my dog whines when she is inside and I leave. So I put her in the balcony outside (with water), and my neighbor just informed me that she whines dirung the night (I work grave yard) and apparently he has already complained to the apartment complex. I need this to stop IMMEDIANTLY, but when I am gone, I don't know about it and can't correct it. Will a bark coller stop howling and whining, or will those sounds not activate it? I do not have time to do the "treats" and associate it with positive for a few weeks, because everyone is already irritated with the whining.
