Soliciting sex online?

Is it illegal to set up anonymous sex somewhere at a hotel room somewhere. Both members are of legal age and this is a private location. If only one person pays though can it be considered prostitution because they paid for the room? Don't know if a cop could be undercover and do that as a sting?
