What are the rules of soliciting?

ok so im doing a dare-to-care project. what i do is go around my neighborhood and put flyer's on peoples doors but i never bother them and they don't have to donate (to donate you just leave a can good on your front porch) so i was stopped by a board member this morning saying that this was soliciting so is it?
